^ Well, this hasn't been explained at all yet in the anime-- and, at the moment, I don't recall *exactly* where it was explained in the manga, though I think it's later on (?) -- but, if you're curious, SPOILER: Highlight text to read: they're not actually real girls or anything, LOL , they're just manifestations of the 'power' that the Circus members use (as are all of the other weapons that they 'materialize'). As for what that 'power' itself actually is, IIRC there's both a biological as well as technological component, but the manga explains it much better than I can (as the anime hopefully will at some point, as well).
