IPod Touch question

Hey, guys, I was thinking about getting an IPod Touch or an IPhone or something, mostly because you can download Japanese language software like Kotoba, which allows you to use the touchscreen to look up the definition of certain kanji. Now what I was wondering is, can you download the same software for a Touch as for an IPhone, and if you get an IPhone, do you have to get service? Does the Touch work anywhere there's wifi?
I've never gotten an IPod or anything like that before so I'm a complete n00b as to how they work. I can get an electronic dictionary that will do the same kind of thing but I think a Touch is a better use of my money because I'd be able to use it for a lot more types of things. But I want to make the best investment possible because these things just aren't cheap.
