Counterproductivity

Simple question:

I am looking for the name of a certain syndrome, a counterproductive one. It basically boils down to this: 'I know I can do that, so I don't do it.'

I know there's a name for this thing, but it has slipped my mind and I can't find it via Google.

Anyone else who knows?
