The trouble is the rogue nation idea doesn't hold up under scrutiny. If you define the term as being 'countries that routinely disregard international law and treaties' than you're forced to apply the term to the United States as well. If your definition includes violating UN security council resolutions, than you have to remember that this would include Israel and India, both of which are involved in conflicts that are considerably more dangerous from the standpoint of international security.
